Congress has enacted legislation allocating at least $5.5 billion in taxpayer funding to finance pandemic and outbreak preparedness in fiscal year 2026—despite no declared pandemic and no formal emergency authorization.
The funding is contained in the Consolidated Appropriations Act, 2026 (H.R. 7148), which President Donald Trump signed into law on February 3, 2026, after the bill passed both chambers of Congress and was presented to the White House earlier that day.

A review of the bill text shows Congress appropriated billions of dollars across multiple federal accounts for pandemic preparedness, outbreak response, medical countermeasures, emerging and zoonotic disease surveillance, and public health emergencies.
Influenza is the only purported virus explicitly named in the statute.
The move comes as the U.S. simultaneously funds gain-of-function experiments on avian influenza “bird flu” pathogens and bird flu vaccines.
The overlap raises serious conflicts of interest and national security concerns, as the U.S. government simultaneously funds the creation and manipulation of pandemic-capable avian influenza viruses while financing the vaccine and emergency response systems that would be deployed if those experiments result in an outbreak.
Despite claiming to have formally withdrawn from the World Health Organization (WHO), the Trump administration has confirmed it is still in active discussions with the agency about participating in next year’s global influenza vaccine strain-selection process—at the same time the U.S. government is funding influenza bird flu gain-of-function research and a $500 million influenza vaccine initiative.
On January 22, the U.S. Department of Health and Human Services (HHS) announced that the United States had completed its withdrawal from the WHO, apparently ending all funding, recalling U.S. personnel, and terminating participation in WHO committees, governance bodies, and technical working groups.
During the same briefing, administration officials acknowledged that influenza remains an open channel for engagement.
Australian ramifications
Through the agreement Australia signed with WHO last year it will have the legal framework to pressure Australia into lockdowns, forced medical interventions, travel restrictions, digital health passports, and supply chain mandates all declared at the whim of one unelected man: the WHO Director-General, a former Ethiopian terrorist.
Let’s get to the facts. Under the amendments to the original document forced by numerous countries:
- The WHO can declare a “public health emergency” even if there’s no outbreak in Australia. That’s right, some foreign virus in Timbuktu, and we’re suddenly subject to international “recommendations” that magically become policy the second our cowardly bureaucrats bow their heads.
- The phrase “with full respect for dignity, human rights and fundamental freedoms” has been deleted. Gone. Replaced by weasel words like “equity” and “inclusivity” — terms that sound nice until they’re used to justify surveillance, censorship, and mass control.
- A new “National IHR Authority” will enforce compliance. And no, it doesn’t answer to you. It answers to the global health elite, backed by billionaire-backed NGOs and unelected technocrats.
- Digital health documents and cross-border data sharing will become standard. That’s code for global digital IDs — yes, the very same infrastructure behind jab mandates and border closures.
Health Minister Mark Butler has stated that these agreements do not take away national sovereignty over public health decisions.
- On 20 May 2025, at the 78th World Health Assembly, Australia supported the adoption of the WHO Pandemic Agreement.
- The agreement is not yet legally binding. It will open for signature after technical details, specifically a Pathogen Access and Benefit-Sharing (PABS) system, are finalized.
- Australia is expected to begin its domestic treaty-making process—including parliamentary scrutiny by the Joint Standing Committee on Treaties (JSCOT)—after the agreement opens for signature, likely from mid-2026.
The United States withdrew from WHO in January 2025 because of corruption. RFK Jnr invited Australian Health Minister Mark Butler to join with the US and other countries in forming a new organisation free of the United Nations.
He said that other nations should take the US withdrawal as a wake-up call to join a new organisation free of the straight jacket of the pharmaceutical companies.
Last year the LNP Opposition voiced concerns over aspects of the treaty but it’s adoption into law won’t be voted on in parliament until mid-2026. One Nation opposes the WHO in toto and proposes Australia withdraws from its clutches entirely.
