Kiev recruited three Russians online — a hairdresser and an unemployed young man — to carry out the attack. Their task was to blow up the target’s car.
According to the FSB, the group conducted surveillance, photographing the car and tracking the daily schedule of the official. Bicycles with hidden cameras were used for monitoring.
An agent, disguised as a pensioner, attempted to plant the explosive device, which had been passed to him through a stash by two women. All participants were detained.
